To date only one undersea base capable of deploying and receiving a submersible has been built; Conshelf II. The utility of this feature is that it makes it possible to deploy submersibles regardless of poor weather conditions on the surface, the number one cause of mission delays.

An expansion to Aquarius permitting it to deploy a submersible, and it's repositioning to the edge of the continental shelf would greatly increase the amount of useful science that could be done with it.

It's possible today, if by "bottom" you mean continental shelf. The first multi-structure seafloor colony was established in the 1960s by Jacque Cousteau. Three habitats sat 33 feet down on the floor of the Red Sea for a month, to study how men might live and work for prolonged periods in the sea.

Since then the 70 undersea labs established worldwide shut down one by one at the conclusion of their useful lifespans.

Conshelf 2, a colony consisting of three habitats and one flooded shelter for storage situated 36 feet deep in the Red Sea, back in the 1960s.
