Nah. The romans never had a chance; slave-based economies never innovate. If they had been anti-slavery from the beginning, then yes. Maybe having the provinces be anti-slave (their reasoning being so that italy could maintain a labor advantage) would have given them the pressures enough to develop mechanized labor, particularly in the wet mines of iberia and gaul.
