Depends, if you define genius as 80IQ+ or something similar that may be true, but with any reasonable definition of 'genius' that is statistically impossible. For sake of argument let's assume that to ba genius you need an IQ of at least 135, although I'd like to go higher.

Making the following assumptions the proportion and total number of Black to White geniuses will be made:

>Black median IQ is 70
>White median IQ is 100
>Black population 1 billion
>White population 750 million
>Standard Deviation of 15 IQ points
>Genius tier IQ is at least 135

Using these assumptions 0.98% (~1%) of Europeans are geniuses whereas 0.000735% of Blacks are geniuses. 0.0098x 750 million = 7.35 million European geniuses. 0.00000735x 100 million = 5,513 geniuses (rounded up).

That's a staggering proportion of 1333.2:1 European geniuses for every S-S African genius, not even controlling for S-S Africa's largest population.

Sorry for the wait, my online calculator couldn't calculate ranges in the ^-6 order of magnitude for the proportion of Black geniuses in the Sub-Saharan African population.
