Assuming it is, why is that girl behaving like that? I mean she's still a human, she should have the intelligence and dexterity to at least show some human characteristics, instead she's just imitating dogs entirely.

Yeah, thats pretty true. If you have ever read aldous huxley's Brave New World, the people have endless information available to them. But it is covered in crap. Constant brainwashing crap and lies.
