there are two kinds of nuclear strike

counter-force strikes: these aim for millitary targets and more specifically millitary targets associated with nuclear weapons and command

counter-value strikes: these aim for civilian strategic bombing targets like cities, dams, nuclear plants, industrial targets, railways etc

think of counterforce as like NATO airstikes in libya and countervalue as like the total war strategic bombing during ww2

counterforce is the most likely choice for a first strike and countervalue is the most likely choice for retaliation
