High powered EM is dangerous. If you use a microwave without that metal mesh that protects the high powered EM, you can boil your eyes.

Guess what? The metal mesh protects you. And people learned that it hurts beforehand so you don't have to be hurt. The FCC has heavy regulation on this and it's not even because of health reasons, but its side-effect is that everyone transmits within health limits too.

If you do stupid things, you get hurt. If someone else does this to you, recognize they will have an extremely, extremely hefty fine by the FCC and likely go to prison.

If you're thinking of EM warfare, well, we don't target people, we target the electronics and break those.

If you're thinking of power lines... ??? Really? Can't you google this yourself and realize that they have little to no effect on any living organisms, except maybe if you sleep 2 cm from power lines or something.
