It's a particle filter.

The robot is trying to figure out where it is.
It populates the environment with possible robot places (all the red dots or particles) it moves and takes measurements. Then it simulates the particles moving in the same way and taking measurements.
The ones closer to what the robot is seeing get kept and the ones further away get dumped.
And repeat
