The project is set for unveiling in 2039. But the reason is that we cannot recreate modern civilization from scratch without having billions upon billions of dollars and submitting to the current monetary system. The entire thing is based off the story Manna (http://www.marshallbrain.com/manna5.htm)) and has a very late unveiling because by then the technologies should exist to recreate the future's version of iPods and laptops and so forth.
Also it will be localized at first but the entire point of the project is to show a standard of living so high that it makes all the other countries look like slave-driving nations with nearly everyone in poverty. So when we unveil and show how fucking awesomely we can do shit, other countries that have recently been down in their luck might have revolutions of democratic movements to institute similar systems. There will be no conquest, we'll try to help everyone become as awesome as us.
Not to mention technological unemployment will skyrocket after 2020 (first commercial self driving vehicles)
