Wouldn't any city sized or larger O'Neill cylinder have constant fog at ground level?
>need enough water to keep the plants alive for CO2 scrubbing and food production, which implies a reasonable humidity level
>water vapor is heavier than air
>heavier gases get driven out to the edge of the torus by centrifugal force
>centrifugal force plus evaporation means highest density of water vapor is right at ground level
