NextGen Space LLC did a huge economic and feasibility analysis on this.

Basically, the dude did a very in depth cost analysis for
>setting up a permanent, manned industrial base on the moon
>extracting H20 from the poles to be chemically separated into O2 and H2 for rocket fuel
>lunar orbit transfer and supply facility, used to exchange the rocket fuel to spaceships
>use the generated fuel to resupply a ship leaving earth for a mars manned mission
>touches on subject of setting up a permanent resupply base on one of mars' asteroid moons in the future


In his final suggestion, he explicitly stated that the lunar industrial base could be operational by 2030 using the current nasa budget, assuming no huge chunks taken out of it in the near future because stupid reasons.

it gives me an insane mental hard on, because i'll be the prime age for a 6 - 12 month tour of duty on a chemical plant that's going to need a chemical engineer :^ )


all in all its a very exciting thing to read
