What does /sci/ think of a human gene bank?

Basically, a bank of all human genetics which are donated and can be used for research purposes. Very similar to a sperm bank except for the purposes of genetic research not reproduction. If you want to test a hypothesis for a certain genetic disorder, you can request access to the bank's database and use it for hypothesis testing.

They'd be an immense amount of legal and ethical caveats, but would something like this actually be worth creating?

Nah, it would be easier to just find a zero that invalidates the hypothesis.

Just one little counterexample disproves it immediately. Much easier than trying to figure out an entire goddamn proof.
