Already happened. They're all dead now.

No one. Besides, they're not going to make it inland. They'll make it until their gas tanks are empty after many of them are idling in traffic jams. Then they'll leave their cars and make it maybe 25-30 km at most destroying the countryside around them before succumbing to hunger and thirst. The most effictive thing is actually to create blockades to limit the damage these people will do.

Lol. This is even worse. In developed countries, the majority of people, hence the majority of electricity, gas, etc. users tend to live in coastal cities. Given the popularly believed hypothesis on climate change they caused their own destruction. It does you no good to start to blame other people. And no, we are not in this together. We never were.
