Not on the large scale. On the large scale the effect on gravitation instigated by Hubble expansion is the primary mover in describing attractive force between masses because it scales linearly with distance while gravity falls away with the inverse square law. The oversimplified, static Euclidian universe of Newtonian gravitation that most people are taught when they get the basics is just a tiny piece of a much larger and weirder puzzle and you're going to have to deal with the larger puzzle that reality presents instead of the Newtonian Euclidian small scale mockup of reality if you ever want to fly sideways through time on an electric line to your zodiac sign.
