Unironically RTAP superconductors. Look up frame-dragging. No maglev track required. However, the system would still need a secondary form of propulsion for lift and directional movement that could be anything; air, propeller, ionic, magnetohydrodynamic, etc. Which becomes a non-issue since you are neutralizing the downward gravitational force with the superconducting flywheel.
