Preface: I think we'll have genetic engineering or brains-in-silicon in much less than an evolutionary time scale, so I don't think eugenics is absolutely vital for the human race. But it would be nice to reduce the number of stupid people in the meantime.

So my question to you: how could we do eugenics effectively in the real world? The naive answer (government just keeps stupid people from breeding) seems like it would get derailed given that stupid people control government. (Within a few years we'd have affirmative action in our eugenics program, to make sure that no one is underrepresented!) So /sci, please design a eugenics system that's robust against ineptitude.
