I start at the problems at the end of each chapter, then read what I need to solve them before going back to the problems. Rinse and repeat. Also, try looking for problems that you don't know how to solve but do know where to start. Like Project Euler problems, a lot of which can be solved by hand if you're willing to do a couple iterations and recognize mathematical patterns.

Lets say someone wants to fix their computer to work. But he wants to go to a concert.
He can
A) call someone to have it fixed and use some of his limited income and not go to the concert.
-repairman = win
-worker = lose
-concert = lose

B)
He reads up on it and fixes it himself.
(Assuming he has a normal work routine like 8 hrs work, 8hrs sleep, and 8 hrs sleep for example)
-worker =win
-repair man = lose
-concert = win

Unless he cant do it himself (too comlex) or doesn't have the time he shouldn't outsource.
