[10] implies that with [math]\nu[/math] he means the velocity of the particle. If it was so, however, [14] is wrong since the orbital velocity of a particle scales as [math]v\propto\sqrt{1/r}[/math], not as [math]1/r[/math] as OP implied.
If however OP meant the orbital frequency (proportional to the angular velocity) with [math]\nu[/math], then [10] is wrong since it would instead be [math]E_{kin}=\frac{1}{2}I(\nu/2\pi)^2[/math], where [math]I=mr^2[/math]
