Can a mutation be both synonymous and non-synonymous? For example, a mutation that is technically synonymous (such as CCG to CCA) will still code for Proline and leave the amino acid chain unchanged. However, if this mutation occurred in an E. coli cell, due to codon bias the protein would be coded at a very reduced rate, thus changing the phenotype.

Can a mutation be synonymous and non-synonymous at the same time? Or is a synonymous mutation which changes the phenotype actually synonymous?
