No radiation from "rods of god" to kill everyone on earth. They are strictly tactical first strike weapons.

My thinking was that no small country can really threaten the US or Russia with their thousands of nukes each. So how expensive would a doomsday weapon be? How much cobalt (or gold, or sodium) would be needed and how many (stationary) nuclear devices in order to irradiate the entire planet?

It can't be anywhere as expensive as the trillions the US/Russia spent on their nuclear arsenals.
