Tried that, still fucked. I'm thinking now the problem is with the fucking collision clipping between the hollow structural shells from near future exploration and the procedural tanks I have inside them, so time to rebuild it for the third time and see if I can figure out a less janky way to attach everything together and reduce the size of the internal tanks a bit in case they are clipping with the outer walls.
I've launched flyby probes to Ceres and Jupiter and an orbiter to Venus while trying to fix it, and as long as they have fuel to keep RCS going constantly when they are active they are perfectly controllable so they should be alright for now
