Yes, >>9539009 is talking somewhat sense, but the ocean is not static. The ocean moves constantly. If you had my pressure plate you could create constant energy from the kinetic force.

And it's on the BOTTOM OF THE OCEAN. Even a small plate would receive a vast amount of kinetic energy.

I don't see the issue here.
