Everyone does it. Child rape and beating has been going on for thousands of years. Do you think the baby is going to care? Yeah it might cry a bit but that's all there is. It won't care a week later. If the parents want to continue a tradition that had gone for thousands of years, nothing should stop them.
Look at me, I was raped and beaten. I rape women and beat my wife normally. That's all there is to it, and my parents are satisfied that tradition continued.
Governments shouldn't bash down on child rape and beating, because if they do, they are going against multiple cultures and are being unethical.
So yes, keep child rape and beating legal, because it's just offering respect to the cultures that want it. There's no sort of political or ethical reason to ban it.
