NOAA doesn't remind people of Star Trek so increasing its budget is difficult. NASA on the other hand released images of their planned starship with warp engines. Of course it was all fantasy garbage but good enough for the IFLS! crowd. If you have programs you want funded but the agency that should be doing it isn't trendy, move that responsibility to NASA or the military. Then it can get funded no matter what it is.
Pic related is NASA's warp drive ship. The "researcher" who created it claims to have spent over 1600 hours working on it. You could have paid someone on a gig site $500 to make something similar in Maya.
