Some of the countries that have good reason to attempt to cool also have nuclear weapons to respond with, like Pakistan & India. Determining what the Earth's thermostat should be set at is a likely source of conflict in the future.

This is likely true regardless of the use geoengineering methods; climate shifts could easily cause all sorts of political unrest & population movements, or trying to enforce a global reduction of CO2 could also cause wars. The only way around this is if someone invents a Mr. Fusion or the like.

I will say this scenario would make for an interesting scifi book; have one of the larger tropical countries building ships for a marine cloud brightening project, only to have them start mysteriously sinking. At first, everyone blames the Russians & their submarines, but then the plot twist happens. Dastardly Canadians, or death cult, or the shipyard is purposefully shipping the automated barges with hidden scuddling charges so that they get more orders. Any of those would be a good twist.

That is definitely something to be concerned about (and could make for a cool scifi book; some tropical country's cloud ships are sinking, and the dashing hero has to figure out if it is Russian subs doing cheeki-breeki stuff, or if they are just the patsies. ) Hell, the Iranians are already claiming Israel is doing some climate modifications that is effecting them.

Of course, not doing anything to stop global warming could easily lead to conflicts related to food & water shortages and the population movements that follow. Likewise, enforcing the co2 emissions reductions needed on a worldwide basis could also stoke conflicts as well. If one or more major countries decides to cheat on the goals, and then gets slapped with tariffs or embargoes, well plenty of wars have started over that sort of thing.
