Maybe but you'd be a stupid neuroscientist. Do undergrad in physics, chemistry, or engineering. Then do neuroscience PhD. Preferably, you'd do a PhD in engineering with a concentration in bioengineering or neuroengineering. Otherwise you're gonna be a loser neuroscientist who can't get funding and no one takes seriously. Make sure you do the PhD at a top bio/neuroengineering school like Georgia Tech, Stanford, MIT, or Caltech.
