I just think that the governments are way more rational than they appear as in the media or in the history books. I don't think their core motivation is "We have to win!!!!!" but rather "What is the best narrative for our general benefit?"

But I am neither someone with inside information on how things really work, or an historian of any kind. I am just guessing based on the assumption that people in power are at least slightly more reasonable than they let on.
