You can clearly see from that graph that it's caused by eugenic practices on slaves (which bred out intelligence). Otherwise the bottom end of their bell curve would be way different from ours too, but it isn't. We both have an approximately equal distribution of retards.
African immigrants to the US have a disproportionately high IQ to the general population, and a WAY higher IQ than the average white immigrant (white hispanics are white).

Yes, some similar breeds have less difference than some specific races, but in general, human populations have smaller fixation indices is smaller than that of dog breeds.
