I don't know enough about Todd function to say whether his connection will hold, but his proof looks tenuous at best, and certainly isn't clear off the bat. I still think my proof attempt is clearer and more direct. I provided a quick version of it over the last 2 days. For anyone wishing to approach it the way I did, simply stated, it is as follows.

Take Inverse Fourier Transform of the Dirichlet Eta version of the Riemann Hypothesis, which then provides a functional relationship for the real portion of the complex input a in terms of the complex portion b, and then use that functional relationship to show that the only possible value of a is 1/2 for all b.
