So, what would happen if a small "Alien" fleet entered our atmosphere and navigated to Washington and hovered around and it showed signs on a screen that read "We come in peace, let us speak to your leader, we have learned your language through observation" And a peace sign and shit.

What would be the order of things happening? Surely the media would be in a shit storm, while the government would be shitting their pants and Obama would be called to speak with them and such. But what after that?

Would we ask for their technology? Partnership/resource sharing? Would we let them send immigrants to Earth and vice versa?

Is there some procedure for the first "meeting"?
