NASA was interested in things like this a decade ago, look up DCXA and the X33.
These days the agency is more focused on getting our human spaceflight capabilities beyond those of an 'earth reliant' nature, which means less for propulsion systems as it does for other aspects of extended periods of manned spaceflight.

What sucks the flame down? Is there a scientific phenomena occuring here or is it just some kind of fan sucking the flames away from the rocket to prevent an explosion?
