Yes. It's totally unintuitive and sounds completely fucking weird (it /is/ weird). But there is nothing wrong with it logically and experimental evidence the world over supports the idea: all inertial observers (meaning they have constant velocity to some other inertial frame) view light traveling at the same speed. You may see the photon barely overtake the car, but the car sees the photon wiz past at c anyway. Trippy. Einstein isn't lauded for no reason.
