If I remember correctly, ULA was sort of a government-mandated conglomeration thing. The DoD wanted a stable company that could inherit all of the ICBM rocket families and make reliable launchers for classified sattelites. But those days seem to be over and hopefully by the time Starship and New Glenn are on the table they will let Lockheed leave and independently make proposals again with full focus. Lockheed is the only oldspace company I can think of that is worthy of being grandfathered in to the newspace era if they tried. They take space seriously but they always outdo themselves and never get selected because their ideas are ambitious

Yeah what's the story behind Lockheed? They gave their offer to NASA before NASA was even asking for lander designs. My tin-foil-hat theory is that they immediately rejected them because they knew they wanted to go with Boeing, but then boeing fucked up. Also the fact that their lander ran on hydromeme fuel didn't help but I'm sure NASA didnt care
