The only way to reduce the population in any significant manner would be to somehow remove, or reduce, the human tendency to reproduce. If there was a way to chemically castrate the majority of the population, say people deemed by an established authority, to have less than desirable genetics, then those people would be subject to sterilization.

We would only begin to see the effects of it after some years, however the people that are born in the meantime will be of superior genetic advantage.
