Oh, now that I got some reference for what optimal solutions are "supposed" to look like (pic related), I kinda understand what's going on here.

The solution is near optimal (but not optimal), that's why it looks funny like that. Anyway that is my intuition now.

that alone is not a trivial problem, hell packing cubes into a cube is not even trivial.
assuming that you can get to the optimal 3d packaging from stacking up optimal 2d packages is also foolish
