Mars should be a mix of a democratic council-drawn dictatorship;
The people can vote for members of the council, which has 45 members, people can also vote for dictatorial candidates, but the council will rule the final decision.
This would be based on suitability, education and the candidates goals.
If the candidate does not achieve a set of goals they ruled and decided at the beginning of their term, they cannot be elected again.
