Why wouldn't they? You would think the power companies the literally transmitters and deliverers of this energy and therefore c02 production, would be the first to do it since they are literally the only ones capable of making a difference.

Oh? No? That's your job? You (and by virtue of subsidies, me) have to put the panels on your house? You have to do that for them? Well then I really see no reason as to why the power costs should go up then. In fact it should go down substantially? I can't wait to pay only $90 for electricity in 20 years when all of this wonderful green technology is fully implemented.
