After the first three Bernal Spheres have been build and running for a while.

That aside, Bezos seems to be 100% aboard with the plan laid out by The High Frontier. He'll remain an uncertain factor until his company can execute reusability on a scale where he can economically loft hardware needed for the construction of Bernal Spheres.
