Yes. Research is barely funded at all. PhD student stipend is ~$50/month, professors get $700-1000/month. Almost anyone good enough to get a job in the US or Europe will leave Russia, and they've been doing it for the last 25 years. Undergraduate STEM education in our top 5-10 universities is still decent though.

Research in Russia is usually done outside of the universities, in research institutes under the Academy of Sciences. That's why our universities are ranked so low.
