The only "contentious" issue that Obama's done is cancel the Constellation project - which was a huge boondoggle and an obvious pork-barrel project for a few conservative states. Some officials from NASA already clarified that if they had continued with the overbudget Constellation program, by the time they had finished it [and it was stated to have been behind schedule by 4 years after 4 years of work...] they would have had to immediately cancel it because NASA wouldn't be able to afford the maintenance costs.

Instead what NASA is going to do is use the Soviets to get their astronauts to the ISS for the time being [at much cheaper prices than the shuttle cost.] while rockets like the Falcon 9 and Ariane 5 are man-rated.

tl;dr Obama unfucked NASA and gave them some clear goals over the next two decades, the money the achieve them, and stopped a massive pork project in its tracks.

The only reason there's any fuss is because that pork project was a republican one - [contrary to republican claims of being about small government and no welfare, apparently it's okay so long as they're the ones getting the welfare...]
