How come Africa is still so underdeveloped in most regions?

No immature response or random shots in the dark, I would like a scientific explanation on why and how this happened up to present time and if possible a solution that doesn't consist of
A:nuking it
B:pouring money without thought into it
C:forgetting the whole deal
