That would literally just make it more popular as domestic policy. Americans love a good frontier to settle, and one that's dusty red rock fits perfectly into our mythology of the old west. All the President would have to do is say "You're welcome to hand deliver your complaints to the colonial governor" and instantly shut up everyone without a Mars rocket.
