oversize as in 1.4 times the thrust, not 3x the thrust (NASA is already upgrading 39B just for SLS block 2, which is less than half of full size ITS thrust)

They are designing it to be small enough to use 39A and to be affordable, and will use it to launch their internet satellites. They are also doing away with carbon fiber for this version, because they can't get it right.
