they blue balled themselves for a decade and a half with their own incompetence, jwst was supposed to have been launched in 2007. the fact that it took them so long and so much extra money to launch jwst is their own fault. it was originally intended to have an 8 meter mirror too. 6.5m was the best they could do even after being gifted billions of dollars extra and 15 years of deadline extensions.
