As a Viennese guy who moved to Germany to do his PhD, couchsurfed Göttingen, München, Erlangen, Heidelberg, Berlin... having seen, London, Moscow or CERN and so on, I doubt that there is a better city to live than Vienna.

Zürich and Münich and are renowned universities, and then of Course the elite institutes in England and France. There are also institutes that take students (Frauenhofer, say, although maybe not Bac's). There is the IST over Vienna, I wonder how big that ones going to be. I have a (qt) friend who does her PhD there. The eastern ones aren't famous, but I have respect for this and that researcher in institutes - as you're so open, maybe even look up where the research is done that interests you the most.
