I think a large part of the problem is strong gender roles. Instead of being told that it's okay to like girly things, or God forbid other boys, the response is now "oh, you must be a girl on the inside".
This sort of thing happens during a very vulnerable period of someone's life when they're trying to find out who they are, and I daresay people try to capitalise on it. When I first started crossdressing people did try to make me question if it was anything more than that. It wasn't. Turns out I just like wearing skirts. People give me shit for not being supportive of the movement, but it stems from a very predatory personal experience, and I wouldn't wish it on anyone else.
