In any reference frame you measure the "local speed of light" as c. BUT YOU ARE NOT ALWAYS MEASUREING THE LOCAL SPEED OF LIGHT FUCKTARD!

If you are in a gravitational field (say a planet), and you measure your local speed of light it will alwasy be "c".

If you make a meaurement of the speed of light of light closer to the planet, it will be less the "c".

If you measure the speed of light of light futher out is will be greater then "c".
