There was a study done on this concept decades ago and it was determined that the evaporation was too high to actually hold any amount of water in that area if you were to divert a nearby river to create the lake.
However giant space mirror might work to bring rain from the ocean.

Can space mirrors be used to evaporate water near coastal deserts, like most of Australia. In order to essentially terraform the area through rain fall?
