Average IQ in Sub-Saharan Africa is 70. Assuming standard distribution (which is actually an overestimation) that means that 1% of Blacks have an IQ of 100.

Of a population of four billion, 12 times that of the USA, that's only 40 million with an IQ of 105+, not even a third of Japan's population. God have mercy on us all. Based on these calculations Japan would have more smart people than all of the UN's projected four billion Blacks.
