When medical devices involve un-previously used chemicals, they tend to be characterized as pharmaceuticals. For example, some promising stem cell treatments designed for treating child burn victims, went undeveloped since they were classified as pharmaceuticals rather than devices, making it unprofitable to further develop the therapy. I imagine that many stem cell therapies are going the same way.
