The whole point of a tug is to be orbit-only, so you can have specialized low-orbit boosters and transfer stations/depots. Starting from L2 you need less than 10km/s delta-V to get to Deimos or freaking Callisto.

Not quite sure about your dV numbers. See pic related.
How we do it is international cooperation to stem the cost and using aerobraking to minimize the dV requirements. But first we need more research regarding long term exposure to low gravity environments, artificial gravitation on spaceships through centrifugal force like was planned on that cancelled ISS module and artificial environments with a higher degree of resource recycling than the ISS. For that we need to put several times more money into space sciences and general R&D than we do now.
Of course the spaceship would still be huge, about the size of the ISS, if not bigger, and must be constructed in orbit from countless modules.

Actually, other than want for Delta-V to waste on reducing the duration of the cruise, it might not be as bad as I thought. It only takes 1.62 km/s more Delta-V to enter low Sedna orbit than it does to fly past Pluto.

Putting a rover on Ceres would be difficult. The Delta V Budget needed to put something on Ceres is similar to the budget needed to put something on Mars, and aerobraking is not an option on Ceres.
